Stefan Emblad is the World Bank’s Country Director for the West Bank and Gaza, as
of September 1, 2022. Prior to this role, Stefan was Senior Adviser to the Managing
Director, Operations, at the World Bank. During 2021, he also acted as Senior
Director, Fragility, Conflict, & Violence. Previously, he was the World Bank Director,
International and Multilateral Affairs, in the External and Corporate Affairs Vice
Presidency, a position he took up in December 2016 until February 2021 where he
oversaw cooperation with international organizations (IMF, MDBs, UN), key
multilateral fora like the G7 and G20 as well as institutional relations with all OECD
bilateral donor countries. Previously, Stefan was Director and Special Representative,
Europe where he oversaw the Bank’s institutional relationships and engagement
with European donor countries, the European Institutions and the OECD.
A Swedish and Uruguayan national, he has extensive expertise in development policy
and operations as well as external relations. Previously, he was Director for Resource
Mobilization (2009-2013) at the Global Fund to Fight HIV/AIDS, Tuberculosis and
Malaria, and held several positions in the Swedish government and in multilateral
organizations. Stefan was an Adviser to the Vice President, Concessional Finance and
Global Partnerships, at the World Bank (2006-2009); Director and Deputy Head of the
Multilateral Department at the Swedish Ministry of Foreign Affairs, where he was
